Microsoft recently released two patches which have broken (greyed out) the ability for users to delegate access within outlook 2010\2013.
We have some devices that seem to have patched just fine, but a majority now seem to be broken with the delegate access option greyed out.
We initially identified KB3052861 as providing some additional insights (https://support.microsoft.com/en-us/kb/3052861). Unfortunately no such registry key or policy exists on the effected devices.
The information in the note under ’cause’ provided us with the individual patches and KB information for both Outlook 2010 and 2013.

Once we removed the patch, the ability to delegate access within outlook returned. We are currently opening a case with Microsoft to report the bug.
